CIV IV Warlords - Patch_213

I had to download Patch_213 and I am no longer able to log into the internet lobby.???

I have a similar issue, I have clicked to install the patch ingame and it installs then I go to play the game and it says I need to install the patch again. If I don't then I can't play through the internet.

btw I have already installed the d3dx9_31 and d3dx9_32 files to fix that error, I am running a Vista.

Please help.
