Civ VI AI Defence Terrain Bias?

Is it just me or is there a starting bias for defensable positions for the AI on higher difficulties. I tried a few rushes on Immortal and in three maps in two I was severly delayed by very bad terrain (choke points due to mountains) and only one Civ was barely "in reach".
 
I believe there is something in that map scripts that make each civ more likely to start near some mountains (because of their importance for adjacency bonuses), so this may be a consequence of that. Or just bad luck on your part!
