Civ3Complete has stopped working and empty menu

I got C3C on Steam a long time ago, and I play it on Windows 8. It played fine, no problems any other win 8 users reported, no lag, no crashes, nothing. But today, I tried to install a mod, and it crashed the game. Being the idiot I am, I didn't make a backup file. So I reinstalled it. However, when I opened the game, the menu was blank, no text at all, and when I tried to select anything, the game crashed. I've reinstalled it again a couple of times and verified the game cache to no avail. It seems like labels.txt is corrupted, but I wouldn't know how to fix it. Any help? I know this is a decade old game, but I know there's a lot of dedicated players out there.
