Niope, it's not possible. But you might want to mosey over to the Utililty Programs section of Creation and Customization, and look at some of the utils there. Gramphos' Multi Tool has editing ability, I believe, although I've never used it.

It is possible, sort of. You need the "C3MT" (Civ3 Multitool). Look for it in the Creation & Customization section (Utils). It'll save it as a scenario file. If you're using C3C with the 1.15 patch, just select "Play Last World", and write down the seed, and world settings.
