Then find the files: Assets0.fpk, Assets1.fpk, Assets 2.fpk, and Assets 3.fpk, and then unpack them all into a folder of your choice.
Once you have done that you'll have all of the Art files. Some are .nif files which are 3d models which can only be edited in 3ds Max or other similar programs. The others are .dds files which are the textures for that particular model.
In regards to the terrain files, they will be .dds files and so you will need the .dds converter to convert them to .jpg or .tga files. Once you have done that you can open them in photoshop or PSP7. Then you can edit them and reconvert them to .dds files with the converter. (.dds files are used for all art in the game including roads, railroads, bridges, and buttons, etc.)
It might sound long and complicated but unfortunately there is no way around this.
