Civ5 Performance Issues - Possibly G&K-related?

After having Civilization 5 since about 2 months before Gods & Kings released, I've loved the game. And prior to buying and installing the expansion, the game ran almost perfectly. Multiplayer liked to bug out once in a while, but it was tolerable.

Ever since installing the expansion, though, the game performs like molasses. Sometimes takes 10 or more seconds for it to register that I selected a unit, or selected an option. Sometimes the game itself lags, when before it never lagged at all.

I've watched both my RAM and CPU usage with the game running, and it doesn't seem to be the problem. CPU usage never goes about 50% except when first starting the game itself, or loading/beginning a new Civilization.

I've tried lowering all graphics settings to bare minimum, that doesn't change anything at all. I've tried running less applications alongside it, and again, no dice.

Is there anything that could be causing such terrible performance issues? Or how I could fix them?

OS: Windows 7 Home Premuim
AMD Phenom II X6 1045T Processor, 2.7GHz
8192MB RAM/8GB RAM
ATI Radeon HD 5450
Using DirectX 11.
 
I have a friend with similar issues. She can only play in strategic mode. When in standard there are serious performance issues like you describe
 
I gave the core threading suggestion a try, and that just made the game run like crap. Why does G&K do this all of a sudden? I know when I first got it, it didn't do this. It's really making it hard to enjoy playing this game anymore.
 
Same thing happened to me. I always laughed when I saw people complain about lag. Then I got the expansion everyone said made it go faster and mine got way slower. I tried the gamecore and that helped nothing. I have a computer from 2008/9 completely devoted to civ v, minecraft and medieval II total war.
