My computer only has 1gb ram. will i still be able to play civ 5 except laggy or something?

Maybe if you turn down most of the graphics settings. Can't say for sure. If I were you. Id get another stick of RAM. It doesnt cost as much if you install it yourself.

The minimum system requirements are 2GB RAM so my guess would be no.
