Why We do not have a official civfanatics units_32.pcx?, in this way, every new unit is just added to the file and all of We will have the same units file, in the same order and the exchange of mod´s will be easiest.

well, I will like to help work on it.
but i don't see enough structure
to manage a project like this yet.

currently I in working on
an attack helicopters.
and russian BMD (paradrop APC).

That would be a great idea! I nominate someone else to deal with it since it seems like it would be a pain. That and I don't know how.
