Anyone have any guesses what Sorren was referring to when he said "civics" as a new 'killer feature'?

I'm stumped as to what it could be.
 
Well, Frekk, one idea being put about (by me, mostly ;)!) is that civics might refer to SMAC-style Social engineering where, aside from merely choosing the government you are, you also select the social elements of your society. These might include how secular/spiritual society is, how capitalist/communal, how pacifistic/militaristic, how libertarian/strict, how democratic/autocratic etc. Each one might have a setting of 1-3, 1-5 or even 1-10 to determine the degree.
Another option put forward by DH_Epic is that civics might exist through the social science part of the tech tree. You will need him to explain it in more detail, but he mentioned that, for example, when you discover Monarchy you can decide whether you take a 'right-turn' into feudal style social techs, or take a left turn into more constitutional style monarchy. The choice you take at each 'fork in the road' will help to determine the 'flavour' of your society!
Hope that helps though, ultimately, only Soren REALLY knows what he meant by civics, and only he knows for certain if it will still make it into civ4 ;)!

I do realise that Trip, but he seems to be the only one who ever 'dishes out the goss'. So, if we're gonna hear the facts from anyone first, I just reckon it will be HIM! (Give me a break, I was writing that message at 1:30am-and the temperature here was STILL in the mid to high 20's-degrees celcius, that is ;)-so my brain was just a little bit fried!)

I've said it a few times, but there are two main ideas that seem to come to mind. Aussie summarized them quite well.

Either it's a social engineering "designer government" -- where you determine how free you want your market, or how socially conservative you want your laws.

Or it's like the "circle of politics" -- you can no longer make a sudden shift from democracy to fascism. You kind of need to move further to the "left" or "right" on various social techs. To get from democracy to fascism, you'd need to start legislating religious beliefs, become more socially conservative, empower corporations, disassemble or undermine labor unions, and galvanize the populace in the name of national security. This would require you to "push right" in a few different dimensions, rather than simply selecting "fascism" from a drop down list.

Think of turning the tech tree into a "maze", where you navigate it gradually and spend your beakers not only researching a concept, but a small number to implement it as well. (How many civilizations seem to basically understand democracy and yet seem far away from ever being able to embrace it? Or communism? Or fascism?)
