What determines whether or not an AI civ will go into civil war following the capture of their capital? Is it all random?

wierd. i was playing an emporer game, and the mongols were split into mongols and persians. When i declared war on the mongols, they activated their alliance with the persians!! 
Shouldn't they be enemies?? if they are freaking allied, they might as well bond back together... anyone seen this?

Sure, i've seen it, after they split they (It's happened several times) became freinds, and later allies to contain my agression. Seems like they act as any other civ towards each other, though their initial state is war.
