I'm new around here and don't know the first thing about civilisation-making. However, on the offchance that someone who *does* is looking for something to do, may I ask them to consider this?
Palmyra flourished after it became a Roman colony and was a very important link on the trade routes, before it rebelled against Roman rule. The empire of Palmyra didn't last long, for the Romans razed the city in return for their insurrection. That aside, Palmyra DID last for over five hundred years as a major power centre.
The leader (obviously) would be Queen Zenobia (creative and financial). The UU would be some kind of defensive archer unit (think ancient verson of the machine-gun unit here) - the Garrison.
Colours would be turquoise - pale blue, &c... Flag symbol would be an eagle (or bird-of-prey) diving, holding a spear in its claws.
The only thing is, I wouldn't know where to begin...
