Civup (2.3.1) / GEM (1.12.1) - Game deadlock

Issue:

Game deadlock when selecting to build a pasture for horses. The tile did have a farm already on there and I do get the prompt stating it will be removed. Then after clicking yes we hit the deadlock.

This is a bug in the unmodded game core Firaxis has failed to fix for at least a year. I'll ask around in the main modding forum if anyone knows the best way for a mod to solve the problem.

Is it random, as i swear I was able to build on top of a farm in my last game.
