Clouds flickering

Hi.
After reformating my pc, i reinstalled civ4(+all exp packs and 3.19 patch) and now im having some weird graphics problems. The clouds are flickering/twitching. Also the glow around the banner is flickering. I have updated everything and searched everywhere i can imagine and cant find the problem. I never had this issue before. Ive also gone through the fix-it list. Same problem is in Colonization.

I have ati radeon hd 4870 1GB graphics card, latest drivers. Windows xp latest updates. DirectX 9 latest version. 2 monitors extended desktop mode.

Has anyone had this problem? Can anyone suggest a solution? Any help would be appreciated .

I fixed it. I uninstalled the driver and reinstalled an it worked. Makes no sence, since the driver install was fresh already, but hey, it worked. Anyway, writing this so people can find a solution for the same problem.
