I found these near my territory...

So, what exactly do they do, and how can I build them? Thanks...

Your picture seems to be broken....but, if you're talking about a competing civ with a colony on a resource, you can do the same thing.

(The resource has to be in unclaimed territory)

Build a road to the resource, (does not have to be ON the resource, just to any adjacent tile). The other end of the road must connect to a city belonging to your civ. Move the worker on to the resource, and select 'build colony' from the little icons on the bottom of the screen. Voila! You are now extracting that resource, and adding it's benefits to your civilization.....assuming you did connect it to your commerce network.

This won't keep other civs from stealing it, btw. They can and will show up with a settler, build next to your colony, and boom....the resource now belongs to them.

I rarely mess with colonies, unless the resource is only going to be important for a short time, (saltpeter for instance). Otherwise, I will build a city near the resource, which keeps the other civs from swiping it.

there is alot of info in the Civlopedia.
