[Col] ColWin Transfer Goods Fails

Problem: After about 1, 2, or 3 turns, sometimes longer, suddenly in ColWin I cannot transfer goods. The game simply will not let me drag goods, with or without the Shift key. From anywhere, ship from/to city warehouse, wagon train to/from warehouse. Nothing happens when I drag using the mouse.

I have to exit ColWin and restart, and then transfer drag of goods works again. Luckily I can save the game, and then Load from there. My game is in the 1600s.
