Conquests bug? AI units are parking next to capital.

I have played a few games on Civ3 conquests now. The AI seems to want to park one or two units right next to my capitol every game now. This happens very early in the game. When I tell them to remove forces or declare war they declare war evry time. Is this a bug or an AI trait. The game is early and no matter what I do I can't get rid of them. Do I have to live with this.

I also have a game in the middle stages where I am superior in my army but they want to park 3 units right next to my capitol. Every time I ask them to leave they remove their forces. The next turn they come right back. I did this ten turns in a row. I finally declared war and killed them. Why are they doing this?

You may have AI aggression turned way up. What level are you playing on? That is definitely not a friendly move - I get that on very high level games sometimes when I'm weak.
 
In the main it is because you are viewed as weak. Check the military advisor and see if that is what he says.
 
btw - having undefended border cities is like waving a red cape at a bull - having undefended internal cities and being weaking is a time bomb.

It is not uncommon for a long-time trading partner who is gracious with you and has been so for 3000 years to decide your undefended city is too good to pass up. It's quite annoying to have a rifleman walk into a size 12 city, while also destroying a trade route...
 
I figured out the problem. I have the victory points option enabled. They are trying to occupy the obelisk for extra points.
