Constant freezing/hiccups in long multiplayer games

I've had this happen pre-BNV. But just for example, today my friends an I were at around the mid 200's in turns in a quick speed game in BNV when one of them disconnected. So... we restarted the game as we usually do, but this time, the game would lock up anywhere from a second or two to much longer. Clicking on units, the interface, trying to perform actions seems to make it worse. Sometimes I have to wait a minute or two for the game to settle down just to have it happen again the moment I click something else.

I can alt-tab just fine, but even the Steam overlay is subject to these issues. I also noticed Steam.exe frequently is eating up 25% of my CPU resources - not sure if that's just normal for Civ5 or what but I never noticed it before. But, I'm not actually coming close to 100% CPU usage total when this is happening, either.

It seems to be much less of an issue if I have very little to do and few notifications/things going on in any general turn, but I basically have to fortify all my units and produce wealth/research in all my cities for it to be tolerable.

I don't think it's CPU throttling. The max temp on any of my cores this evening was 57C, and I was watching CPU-Z for a while while the worst of this was occuring and never saw my clock speed or voltage dip below normal. It happens if I reset my overclock back to normal anyway.

I'm using the latest video drivers, but this happened almost a year ago when we started playing multiplayer both when I was using much older (what would have been then-current) drivers and one less 7970.

It's only me this happens to (as the host). Happens just the same if I host a multiplayer game all by myself using the save file. Has never happened to me in singleplayer. Lowering graphics settings don't seem to do anything. I tried resetting Steam settings (by deleting certain stuff in the Steam folder following instructions courtesy of Valve to the letter), but that got me a nice crash upon the initial loading screen when launching the game. Deleted local files and reinstalled the game via Steam and I'm back to the original problem.

When I go back and load a save before all of this happened, everything is pretty fine (as far as multiplayer is concerned anyway). I'm not sure, though - is it a corrupt save or something? Unfortunately we tried to muscle through it after none of my solutions worked and before I realized this.
