controlling the coal: settler mission

For the poll, I've decided to only poll the Coal City spot, since no other spots were discussed specifically in this thread. If there is a specific area(s), that anyone wants polled, I will poll it or them in a seperate poll. The coal city poll must be put up, now.

I also believe the possibility of fortresses should be polled seperate as well.

So, it will be a poll for each possible city presented and one single poll for all fortress proposals. These others will be polled later.

Wouldn't Russia make more sense? There's no place for them to kick us out to if they demand we leave other than the area we want to go. I'm not sure exactly how it works, but they're not able to kick us back onto the ship are they?

Either way, we need to trespass for 2 turns. Depending on what Russia build for culture buildings, we could have as little 8 turns to get to the spot. I think the Russian spot makes more sense as it is the more direct route and has us foudning the new city in 6 turns.

You're right; going through Russia would also be faster (not that that matters that much).
