Cooruption and Waste In Captured Cities

One thing I have noticed when capturing cities. I will usually build/buy a defensive unit and include units from my army to immediately make it defensible. Corruption and Waste is still a huge problem until 2 things happen:

1. The city grows in population

2. The cities borders expand due to culture

One tactic I have tried, after making my defenses, is to use a worker to increase the city size while build/buy a temple (this tactic works better if you have a civ that can BUY improvements). Once the temple is in place immediately switch to building a library. On most occasions, the city will expand its borders after 3 turns, even if the library is not built yet, and you will see a marked increase in production and revenue from the city. Once the library is complete, most cites seem to have adjusted to relatively normal (Normal for Civ 3 anyway) rates of corruption and waste. Have only tried this tactic up to Prince and am curious to see if it works on higher levels.
