[Vanilla] Corps and army problem in normal game

I've recently resolve my problem with that issue in my mod, but since Rise and fall expansion has been release it seem that even in normal game I cannot build corps or army... Has it happen to anybody still playing in vanilla Civ 6 ?
When I check the log file it also says that an xml files is improperly set and that it's missing gameinfo, gamedata to be complete and I'm playing without any mod !

everyone is getting that error reported in their logs. it is coming from base game files. you can ignore it.

So far as not being able to make Corps or Armies I don't remember having any trouble in Vanilla Civ6, with or without mods running. I would double-check you have no mods running and try an unmodded game to see if the problem persists.
