Couldn't return a city to it's previous owner?

Hi, just captured Hastings from the evil Mongolians with my plans to return it to it's owner, England.

Still I couldn't get any "return to owner" button, there were just the usual options annex/puppet/ etc.

Can I return only Capital cities, or why couldn't I return it?
 
The "liberate" option will only pop up if the civ is entirely deleted. (Or it's a city-state.) You have to explicitly gift the city to them.

I'm not sure if it's always been this way, seem to remember it working differently back when...

I too remembered it working differently.

Do you know if a civilization is completely conquered, can I only liberate one city(the first one I liberate, then the civ is on its own?) or several?

When I did it recently, it was just one, then I "gifted" four more. <shrug>

Well, if you need the extra votes for the UN, it can be helpful. But yes, it is annoying to resurrect a civ, only to have them denounce you right after they're back. That's why if I do it and I think they'll complain, I make them a city out in the middle of nowhere, gift it to them, and then take the city I liberated back. If they're gonna treat me like crap, they can live in exile.
 
After grumping about the USA denouncing me, i should point out there's one major benefit even if they denounce you -

If you resurrect a civ, you have open borders with them. Hard-coded, regardless of denunciation or "guarded" status, indefinitely. That's enough to keep me from a payback-war. (My USA fiasco.)

I'm hoping I can eventually bring them back around to "friendly", I really really want to be friends with them if only for silly for role-playing reasons.
 
Why liberate? AI's arent thankful.

The liberated Civ votes for you in the United Nations.

Remember, even though US and British troops liberated France, De Gaulle was still all diva about it.. ;)
