Whenever i go to "Create Game" to set up maps, City-states, Civs, Etc... i get a blank bar that says "Choose Ruleset" with no options and a "Choose Map" that when clicked offers no options. i have tried disabling all mods and only have my DLC content on. Play Game works for random play, but custom games do not.
