Creating colony leads to CTD

I've captured 4 former American cities on another continent.
The F1 screen gives the option to grant them independence,
but if I do so civ4 crashes to desktop.
 
Interesting. I also get the crash to desktop, and I'm using Solver's patch.

(you should download and apply that if you haven't already.... I hoped it would allow me to use your save file, because he fixed one of the bugs that caused game crash on founding a colony, but looks like there's still one left...)
 
I think you've fallen foul of the drafting units bug. There's a certain combination of modern age techs where there is no valid draftable unit (if you have rocketry, but not assembly line), and if a civ attempts to draft a unit in that position, the game crashes. Since a colony drafts some defenders automatically when founded, this is causing a crash here.

I'm not sure if that bug was fixed in Solver's patch. The only other work around is not to make the colony (or draft any unit!) until you have assembly line.

I've started another try-out for a SG with the same settings,
before I saw the comments in this thread, trying to find out what was
going on, because I've created a colony before without problems.
This time I've researched the whole tech tree and creating a colony didn't
result in a CTD. The new civ got indeed 2 free units in each city.
 
There are two solutions the way I see it:

1. Make riflemen obsolete with assembly line (Infantry) and not rocketry (SAM Infantry). This would benefit the player from a game wise perspective as well as solve this bug, as right now if you have rocketry without assembly line you won't be able to draft any units.

2. Make SAM infantry draftable. This would be the simplest solution but could be over powered, since if you have an aircraft problem at hand you'll be able to quickly gather up an anti aircraft force to counter.

Per Solver, this was fixed in his patch, which is why I was surprised that it didn't work when I tried it.
