Would like to see the following in Civ6:
Let's say there are the same 43 tribes in the game, I do not want to play as any of them, I'd click custom tribe button- the 44tth available option. The game takes you to a custom tribe screen, where you pick the following:
1. Your tribe's name.
2. Your tribe's cultural origins ( like European, African or Mediterranean)
3. Your tribe's special characteristic (bonus)- from a list of available you'd choose:
naval-seafaring, industrious, mountaineer(bonus food from hills-perhaps even mountains), cold climate or desert bonuses, and other types of this kind- pick 1.
4. Unique unit(s)- this you probably wouldn't be able to just create, so I'd propose the availability to boost strength or lower the production cost of 1 o 2 of all available generic units, you'd pick which ones
5. Your tribe's units (and leader's) language: From all 43 available languages of the main 43 tribes, you could pick one, and perhaps a few more languages could be made available, like Mandarin, Swahili, Serbo-Croatian or Italian.
6. You'd create a list(queue) of all city names for your new custom nation (say up to 50 or more), the program would ask you for each city name, one by one. Baring that you'd fill out city names as you found them, screen being blank-asking for a name.

Next Screen takes you to the Custom Leader Screen:
1. Pick m or f
2 Write down a name of the leader
3. From a screen of available leader figures( depending on what cultural origin and whether male of female) you'd pick the one that suits you the best
4 test(pick) the voice of your leader(according to previous choices)-optional
5. Pick leader characteristics:
Again, pick additional characteristics for your leader, additional traits (combined with tribe traits), like: militaristic, scientific, spiritual, ruthless, pacifistic, monument(wonder) builder, and others, you could pick up to 3.

Let me explain this idea further by giving an example:
Lets say I live in Switzerland and want to play as the Swiss but since they are not one of the pre made 43 nations I would do the following:
1. On the CHOOSE YOUR NATION SCREEN I'd click on the CUSTOM TRIBE AND LEADER button.
2. Next screen would ask me for my nation's name, I'd type in Switzerland(official), followed by adjective and so on, after that this screen would also ask you to choose your territorial color as well as your nation's flag (a blank white flag appears on which you could design colored patterns of your choosing)
3. Next Screen asks me for my nation's origins: From a list I pick European(Caucasian)- this would affect the style of buildings within my cities as well.
4. Next Screen asks me to choose from a list of applicable national characteristics like industrious, seafaring, commercial, expansionistic and other, one choice being available. From this lis I'd choose Mountain Civ characteristic with a food bonus (and availability to pass through and build cities in mountain tiles) because of the nature of the realistic Swiss terrain.
5. Uniques Screen- I could choose from 2 units or 1 unit and 1 building. As a first choice I select the unit from a list of available (generic) units, because of the fame of the Swiss Pikemen, from the list I pick the Pikeman unit. The screen displays the Pikeman unit which I can re-name (I'd choose Helvetian Pikeman) as well as either boosting the existing Pikeman unit strength (up to 20% of the original strength) or lower( or change the needed resource) it's production costs. I choose to boost strength of my unique Pikeman from the generic 12 (for example) to 14. The unit graphic stays the same and there I go, I've got my unique unit. As a 2nd choice I pick a building instead of a unit and pick Bank (because of the famous Swiss banks) and lower the cost of building a bank or boost it's financial bonus (again by up to 20-25% of the existing value only), rename it Swiss Bank, and now my 2 allowable uniques are done.
6. Language Screen- optional-perhaps only for multiplayer games- here I'd probably choose one of the existing languages of the 43 original nations- German.
7. City name Queue- I would type in names of my cities in order of founding: Zurich, Bern-or vice versa, Geneva(e), Lausanne, and so on.

Now my tribe's setup, next step is to customize my leader:

1. Type in my leader's name.
2. Choose male or female
3. Optional Screen- for Multiplayer games only- According to the choice of cultural origin and f or m choice you made in the tribe customization screen and the screen before the program would display a number of choices of the appearance of your leader, entire silhouette which you could build(design) from available choices from headwear to boots (including facial features)- in a choice of historically and culturally accurate looks and garments- pick your clothes era too, perhaps.
4 Another optional screen- pick the voice of your leader who would speak in a language you chose already- again for multiplayer games
5- Last Screen would ask you for your choice of up to 2 (or 3) leader traits, these would be very important- you could pick from for example Colonial, Honorable, Aggressive, Militaristic, Spiritual, Monument Builder, Merchant, Imperialistic and others. For example if I chose Expansionistic in the nation's custom characteristic screen and then I pick Imperialist as one of my leader's traits it would boost my settler production capabilities(like lowering the cost of their production) for sure.

So, this is the general idea, this way the designers wouldn't have to come up with a 100 nations in the game, they could add maybe 7 to make the total number of available pre made nations a round 50 and if you wanted to play as another nation you would be capable of doing that by customizing (setting up) your nation and leader without major restrictions.
 
I like the limit on additional strength on the unique unit, because it makes the warrior with 100 strength impossible. Maybe even limit the number of extra benefits that the unit/building can get, maybe to 2 or 3.

Right on, no limitless upgrades would be possible, percentage of existing(original) unit's or building's value only.
If there were 3 uniqes for each civ in Civ6, then the customization would of course allow 3 choices.
I think it would work, major hurdle could only be the graphic designs of leaders, as this would have to include not only the looks but also their gestures: like when angry, happy(cordial) at another player-in the diplomatic screen, or when demanding something, stuff like that. On the other hand Your Leader's Looks and Voice would be an Option, applicable only for multiplayer(more than one human player) games, as the AI doesn't give what your leader looks like.
