CS DoW after liberating?

So I am in the midst of a massive battle with Germany after invading their continent. Germany owns about 75% of the territory there. Although I have a good tech lead now (I just hit mech inf and they just hit infantry), if I don't gut them now, with their huge population (4 times my own), they will soon out-tech me.

Anyway, I liberate a CS from Germany (forget which one). They are eternally grateful and my love with them maxes out. They were formally allied with India, but that's not a problem, since I seem to have mistakenly wiped out the Indians on my way to the Germans (oops!).

In all my other games, this has been a good move, giving my some buffer space, distracting the AI with another at-war opponent (even though they are disarmed) and not draining my happiness.

However, in this game, on the very next turn after I liberate them, the AI DoW on me (bombarding the very unit that set them free), Turns out they decided to ally with Germany - the civ that has had them puppeted/annexed for who knows how long.

I won't call this a bug, since I suppose it's possible that it's designed in this way, to reflect perhaps past relations with Germany. But it's bad design. If you liberate a CS you should get to be their ally. Period.

So a question - did I do something wrong? Should I never liberate a CS mid-war? Can I do it later after I puppet them? Should I have sent them some bribes on the turn I liberated them? Or was I just doomed by Germany's 10K cash stash?
 
Lol, they were happier being subjugated I reckon. I'm curious if they are still obligated to vote for you in the UN under this circumstance?

I can't say that you did something wrong, I'm not sure that you did. I will say that I liberate CSs first in an intercontinental title match. They are typically coastal, or at least one will be, so they make a good beachhead. I've never had one turn coat on me so fast in my games - but I can't understand why the timing of the liberation would matter, except as you say, that at this time Germany had enough cash to bribe them back. All's fair in love and war.
 
Germany probably just bought them. all they have to do to be ally is have more freind points than you. city state libeation gets you about 90pnts i think - ally with 30pnt extra - but 1000 gold will get you about 130 I think? so if they have the gold they can just buy them.

I believe the issue is that on the turn you liberate them, you aren't made their ally. That happens on your next turn. Unfortunately, the other civs all have a turn before your next turn and can ally your liberated CS before you get a shot. A bit backwards...

A good solution would be to have a civ be locked into war with any CS liberated from them for 10 turns. That way the liberator or other neutral parties could fight over control with bribes if they wanted without the old oppressor having a shot at them.
