Culture: Newton's confirmation poll

We are currently build Newton's in Odawara. This was not polled nor was it in anyones specific orders.

This poll is confirm that this should be completed in Odawara. If other polls and/or discussion determine that the FP should still be built in Odawara then this poll will be null and void.

Newton's will boost the science output of Odawara by 50%.

Though this poll ends after my 8 AM deadline, I guess that means I take a "Snapshot" at 7:45 AM. At least it isn't close...

No snapshot is needed as I have interpeted the results and posted clear instructions. I will not include instructions that are dependent on a poll results.
