Playing for culture victory at Quick Speed, Monarch, Europe scenario, Gandhi. Exceeded 25,000 in 3 cities several turns ago, but victory doesn't trigger. Victory Screen shows all 3 cities over 30,000. 
BTS is fully patched 3.19. Have many Space victories, which triggered with no problem. First time I have tried for a Culture Victory.
(Added Later) The problem is larger than described above. During the game the screen started to flutter and then stopped. It started doing it several times and then went to mod "Afterworld." I rebooted and the game seemed fine until the end. I decided to start another game with same setup. After playing for quite a while without problem, it did the same thing again. Fluttering screen intermittently and then kicking out to "Afterworld."
I have played many games without any problem over the last year, since I got a new Windows 7 computer and installed the game per the instructions in this forum.
(Added The Next Day) There was a problem which Dell support helped me solve. So I started a new game with the same basic setup. The flutter and other problems are gone.
