CULTURED BUILDERS UNITE ! 
WE WANT :
1. Bigger population = more cultural production
My citizens are not cultural baboons .
They are more than capable of producing culture by themselves .
Give them a small culture producing ability from the word go .
How about :
Each pop comes with a spirit that goes into a city spirit pool .
Spirit pool generates domestic and foreign culture at each turn based on nationality composition .
Buildings may then modify domestic/foreign culture production by citizens .
2. Cultured Uprisings
My cultured citizens are not wimps .
How about :
Some "cultured citizens" turn militia upon fall of cultured city .
3. Cultural production continue in fallen cities
My civilisation culture is strong enuff to persist in producing culture despite foreign invasion .
How about :

4. Cultural vs Legendary Victory
Culture production in fallen cities should still count !
How about :
Cultural Victory based on accumulated worldwide "domestic culture" .
Legendary Victory based on total culture (domestic and foreign) of top 3 cities .
5. More culture performances by more culture units
Make culture more interesting in CIV !
How about :
See 1.
Missionaries convert some spirit nationality .
Great Prophets convert all spirit nationality .
Priests increase culture production of spirits .
Inquisitadors quicky "zap" foreign spirits so they stop producing foreign culture .
