Custom Agenda Help

I am attempting to create a custom civilization, and the agenda is the final step. It is the only thing still throwing an error. I have copied the Norwegian agenda to my files and edited them accordingly, however it doesn't want to work, and I haven't the slightest clue as to why.

The only error I'm receiving is in the Modding.log file and it's just "Error Loading XML". I have included the three relevant files if someone could help me out here.
