Custom avatar question

Can't find a better forum to put this in, but how do you get a custom avatar? The FAQ says:

"The administrator may also have enabled custom avatars, which allows you to upload an avatar image from your computer."

Can someone explain?

You can't upload a custom avatar yet

You'll need 30 posts *and* your account must be 30 days old
