I know I have seen a topic on this from a long time ago, but can't find it anymore, perphaps someone can direct me to it or answer my question 
When you start a new game on Civ 3, you may upgrade your palace as time goes by while playing the game, but if you choose to play a custom map, this palace upgrade thing is not availible... How do you make it possible to play a custom map with the feature to update your palace view thing?
By this palace update thing, I mean when you are rewarded & able to place a piece for your palace, etc.
