Probably wouldn't be very practical. Any generic custom tech tree needs to be changed and molded into the scenario, to be balanced out with the strategical conditions of the map/geography and civs in it. The tech tree is one of the backbones of any scenario, i.e. the opportunities and restraints in research for each tribe is pretty important stuff, probably best made in conjunction with setting up the map.
I have made an attempt myself at creating a more 'generic' tech tree for my medieval patch, which covers the years 700-1600 AD roughly... the trick, though, is that I had very specific things on my mind when I made this, which problems I wanted to be represented, and which opportunities should be there for improvement. So, ultimately, this is my very personal interpretation of this time period, from my personal angle, basically a northern european perspective. I think any civ2 tech tree will be the creators interpretation of the historical situation he wants to recreate. As such, most tech trees tend to be quite unique. Which is probably a good thing anyway, but quite demanding on the creator.

That said, take all the nitbits and ideas you can find, but its still a tough job putting such a thing together, at least for me it usually is.
