Why not custom counties and custom leaders at start of game?

Agreed, but we shouldn't go back earlier than that to Great-Politicians-Only history.
 
I would love Civ VIII to take heavy inspiration from Age of Wonders IV. It uses a character creator for its Leaders and Heroes (who serve as Commanders, Governors, and Great People all rolled into one, as Civ should do).

Civs should be classified as belonging to one of a few broad Culture. These in turn would determine what customization options are available when making a Leader for that civ. If you’re playing an American civ, you could choose from tons of awesome feathered headdresses, with more unlocked as you finish goals and games. Asian civs in turn would get cool samurai armor; Mediterranean civs Greco-Roman togas; European civs knightly panoplies; etc. And of course some gear would be common to multiple or even all Cultures.

Future expansions, instead of adding new Leaders, would add new leader traits, new Cultures, and new gear pieces

That's fine for Age of Wonders, but it would completely spoil Civ for me.

This sounds like it would reduce the 35+ Civs forecast for Civ VII now to a few broad 'cultures'.

How in the world would that be better?

It doesn't matter how many specifics to choose from in each culture you add, people would simply find out which produce the best combination of bonuses and attributes and every gamer would choose those and no others. That reduces the game to maybe a half dozen 'civs' and replayability goes into the toilet.

Didn't we already seen this before at Humankind? A character creator instead of historical leaders?

GalCiv has default civs you can play as and also gives the player the option to create their own civ using a variety of traits. I’d be open to allowing the option, perhaps in an expansion, but wouldn’t want created civs to be the default. The question would be whether you could make the “civ creator” flexible enough to allow for a satisfying experience. With GalCiv, you’re fairly limited in what you can do.
 
A civ creator can work, be fun, and still be inspired by history. Just look at how Millennia does it. It‘s not a choose-your-bonuses at the start (which also AoW does to only limited extend, see Tomes). Millennia provides fundamental choices during the game, and they all have opportunity costs. It’s comparable to civ switching in a way, just that you never loose your acquired bonuses. Yet, the civ you choose a the beginning is only a name and flag.

I really like Millennia and AoW IV btw. Compared to civ, they are so refreshing and innovative. But not all of that should just be copied for civ 7 or 8.

I just wish I could replace all the leaders foisted upon us with my own favorites, like Marilyn Monroe instead of Haveshetsput. Then I would rename all the unpronounceable words to something I can pronounce and reflects the bonus. Such as "more food" instead of "whagasimbadofis".

You can. Just edit the local files.
