custom territory

Hi everybody!!!!

As I replayed Civilization IV BTS, I thought about making my own world map.After the map and civs were complete,I tried to enter custom territory for each civilization at their historical positions(england to english isles,greece to greek territory etc).
The problem is that after using world builder to mark the territory after a game turn it resets back to the city size...
How can I make the territory permanent(at least before it expands due to city culture) without a city nearby???

Searched all civfanatics without any success...

This happens because there is no cultural force to keep it there. What you have to do is adjust the culture values in the "Edit City" bar, adding extra cities to get the borders right.

yeah I know that,but I want to create a map with prefixed borders like real world without any cities at the beggining.
