Hi all,
Created a custom map in world builder and everything works great, but there are no great people whatsoever anywhere to be found. ...one shows up under "previously recruited" at turn 1, a random great prophet belonging to Arabia, and throughout the game there are no other great people that show up.
Any ideas?
