The data patch changes variables used by the core game engine. These include settings for things like tech pace, AI aggression, AI shipbuilding priorities, and other elements that could all be changed through mods.
None of the data patch changes affect the game engine, only the numbers going into it. However, remember the old saying, "Garbage in, garbage out." The data patch changes the input, so that less garbage is fed to the process.
The data patch is a "quick fix". What they could fix quickly, they did, and released the fix. Other fixes require changes to the game engine, and will come in the "code patch", and take longer.
