Defensive Pact?

People offer Defensive Pacts to me, but I cannot seem to find how to offer to others? Is it because they change Civics?

You need the Military Tradition tech.And you can only offer such a pact, if you are currently not in war! However, others can offer you such a pact, even if you do not have this tech.
