At least I hope this is a bug. Being denounced by last friendly civ on my continent for warmongering when they ASKED me to join a joint war with them was really annoying.
They do need to give you a "Joint War" bonus that is at least equal to the warmonger penalty of the DOW.
(that way they don't make any weird exceptions with warmonger)
