If I raze a rival civ's city that contains the Appollo Program can they still build a space ship? Are they able to rebuild the Appollo Program?
 
I dunno. Why would you want to raze the city? Just bomb it to smithereens (if the Apollo program is around, you should have either artillery or bombers). Even with the higher defense values, city pop dies fairly often, so 20-40 bombing runs should pretty much level the thing (don't go below size 2!), not to mention soften up the defenders.

Anyway, if you're that concerned save, and try it both ways. What exactly are you trying to do? I suspect it is stop their spaceship - to do that you need to hit their capitol.

Well, the reason is because I'm in a very peaceful relationship w/ my only competition (India). I'm about 110 pts. up on the histograph scale, but India is killing me in tech. I'm in Republic but have a large military cost which is keeping my tech rate at 20%. With two early conquests, I got a large territory quickly and have spent the past 150 years building infrastruture.

I feel the space ship race is the only way I could lose at this point. The year is roughly 1815. One civ, Aztecs, I must finish off because they would vote against at the UN. The fourth civ, Greece, is doomed to be exterminated because I feel they would also vote for India.

This is my second attempt on Regent and best chance of winning my first Regent game, ever. I'm unsure of attacking India w/ its tech lead. We both have cavalry and riflemen. India and I (Zulu) do share a large border on a pangea map. Also, we have a MPP and RoP. That is how good the relationship is.

To win the game, I will definitely backstab them.

I know to take out the capital to destroy the space ship, but then they could start another one in their next capital. However, there probably would not be enough time to construct it.
 
Seems your original question is as yet unanswered. Don't look at me...

To stop others from winning a Space Race: Use Spies. Sabotage his production of one spaceship part over and over. You only need to stall one part. But seeing your current lack of cash, this may not last long...

The spy will at least let you see which city has a spaceship part. Nuke the city repeatedly, or attack and DON'T kill the city, rather sit lots of troops on every square around the city. In war, citizens cannot harvest from squares that have enemy units on them. So you can halt his Food and Shields, starving his population, and if he ever breaks your siege the city will probably be at very low population. I have not seen an AI civ switch its spaceship part to a more productive city.

As for UN...I assume you are the one building it? If you start war you can bribe everyone to to help you attack India. Give them one of your cities each or something, whatever. Cos if they hate India's guts they sure ain't gonna vote for Gandhi. If you are really all for peace then just give the other civs free stuff, leaving out the Mahatmacide part. Caution: Get everyone to war on India before any nukes, to avoid YOU getting warred on.
 
1. If you build the UN, you do not ever have to call a vote.

2. If military costs are eating away at your budget, start disbanding obsolete and non-veteren units. Then start rebuilding state of the art, veteran units. Your civ should continue to grow while you are building, so this should offset the cost of the new units.

3. Also, try relocating your capital to minimize corruption.
 
You CAN rebuild SMALL WONDERS, but not GREAT WONDERS. Apollo Wonder is a Small Wonder, so yes it may be rebuilt.
