Diplomacy in scenarios

I've got a large problem: I can't make a fixed diplomacy in a scenario. In the 2-nd Civ it was possible. How can I make some civs ally through the whole game? E.g. I want civ A to be allied with Civ B & to struggle with civ C

In the editor under player properties you'll see a tab calle Locked alliences. But only if you have conquests.
