Diplomacy : negative First Impression denies Delegation when not sent immediately

I noticed that in many cases I can only send a Delegation to another civ on the turn I met them.

In my current game, I forgot to send an immediate delegation to Spain. Now they refuse to accept. Modifier is a single "-1" which seems to be the First Impression.

I know that once you have excess resources you can trade and improve diplomatic modifiers, but it takes some time to get there, especially on slower gamespeed.

Where can I find the parameter in one of the xml-files which define either First Impression values or the threshold to accept a delegation. It is a bit annoying to have to reload frequently when you forgot to send immediate delegations and instead clicked the "next turn" button.
 
I continued to play for some turns. The negative modifier now is gone (0). Spain is still unfriendly and won't allow delegates.

Would you rather have a better modifier for them accepting your envoys? That seems more succinct to your requirements?

Yes. Is there a parameter to mod so that they accept delegations even when unfriendly / - 6?
 
In the DipllomaticActions.xml
For unfriendly

<Row StateType="DIPLO_STATE_UNFRIENDLY" DiplomaticActionType="DIPLOACTION_DIPLOMATIC_DELEGATION" Worth="0" Cost="75"/>
Change the worth to a high number like 90 for them to send you a delegation quite often
Change the cost to -75 to make them feel like accepting yours is a good idea

This is the only thing I change in the game... I have it set to 75/75 because I normally remember to send but it annoys me I get few delegations back.

@Victoria im wondering if that improves AI-AI relationships. Of course if they they don't send delegations right away to other AIs they might not ever have receptive partners. They do tend value establishing embassies more often, but again if they're all on unfriendly terms none will ever get established
