Why can't I see all the Civs in the diplomacy screen? There is room for only 8, but you can have 12 in the game.

I saw this in the faq but it's not I think the answer for my problem.
I can't build railroads instead in my capitol I have 5 icons that tells me that I have all the strategic resources, coal also, why I can;t build railroad and factories any ideas ?

wtomwhalen, you can have up to 16 on a real big map. 
In the diplo screen, you can right-click on one of the potraits and the other civs will appear. Seem to remember reading that somewhere. Chk the manual.
Richie, you need to build roads first. And then build rails over them? You also need the correct advance and iron I think. Otherwise, I am puzzled too why you can't build them.
