I have recently created some new leaders and was just giving them the diplomatic responses from some of the normal leaders. But when I play-test and make first contact with these new leaders I get a blank dialogue screen and then generic responses thereafter. Anyone know how to fix this so that I can get some custom responses, or at least the responses that other leaders used? Thanks in advance!

Edit: I'm using bts with the most recent patch installed.
 
Unlike the other diplomatic responses, there's not a generic pool of responses that a leader will select text from. I actually ran into the exact same problem as you.

In the GameInfo folder, look for Civ4DiplomacyInfos. The following section shows the XML for the initial leader greetings (it's near the top, so easy to find).

So what I'm to understand is that I need to make an entry for every type of diplomatic response for all of my new leaders?

No, in fact this is the only instance where you need to add any entries of your own. All the other diplomatic situations have generic responses already in place for all leaders.

You can add some customised responses in if you wanted to make your leaders more unique, but it's not necessary.

If you have a skim through the Civ4DiplomacyInfos file, and the corresponding text file Civ4GameText_DiplomacyText_BTS, then you should get a bit more clarity.
