Based on the absence of any reference to this when hovering over the AI leader's attitudes about you after breaking a deal with a DoW, I think the answer is that - oddly - you get a hit with no one.
Yes, an effective deterrent to this would be to just automatically halve all trave value of resources/luxuries/OB/etc with all civs. That would effectively end this practice in most instances, much like the permanent CS war doubling CS alliance costs prevents most of us from declaring on more than one CS.

yeah the city states wouldnt just all band together against one civ because they usually want you to kill each other. this also prevents the ai mongols from using their benefit and makes them suck really bad (only ai)
