Divided Territory

This idea deals mainly with a civ that is split up territory.

In this idea a city which is completely surronded by other civs and there is no ROP said city would be cut off from anything offered by the rest of the civ, and I dont just mean resourses and trade. I mean the city would be isolated completely from the main civ, no new technology, you wouldnt be able to build anything you just discovered and so on. With this the city would slowly become more independant of you. At first the city would control any citizens-specialists and so on- then after that the city would stop accepting construction orders and build on its own. Finally the City would slowly cut off ties with the orginal civ and create a new civ. If the city could hold its own it might turn into a new adversary.

The main point behind this idea is that eventually you would end up with a bunch of cities all independant of one another.

To clarify when I say cut off I mean if the city is completely surronded by the other civs borders this would include being cut off by water so the water outside the city was not theres. Also this idea would only take effect if atleast two different civs bordered the city so on one side say spain and the other America and its a Russian city this idea would apply but not if it was just was surronded by America.
 
I see what you mean, but what I dont like about it is that that a "single city civ" would very quickly get conquered by one of the surrounding civs, so it would end up being pretty much like loosing a city to cultur flip.

The other downside is about conquests on a new continent....
 
I think a seperate city or a group of separate cities should be able to declare independence, but I don't like the idea of not sharing technology. Technology would still difuse through from your civ, to neighboring civs, and finally to your isolated city a long way away.
 
ROP is for military units. In real life, citizens travel freely through many countries individually, so I think lack of an ROP would not be sufficient. Maybe a diplomatic move like closing an embassy = closing borders, would be more realistic. No passport for you!

Well if you did attack a different continent you would obviosly attack more than one city and t least one of those would be coastal. Anyway I think it should be challenging to attack another continent. I love the idea!
