Do Spies suck in defense?

I was playing OCC and during last 10 turns AIs started throwing dosens of diplomats at my city. They destroyed City Walls, Marketplace, Bank and Factory in one turn and contunued to make some other nasty things (like sabotaging my production). So I bought 5 spies in 5 turns and placed them all in the city. I hoped they would make my city almost immune to the diplomats. But no, EVERY enemy diplomat still was successful in their activities.
I remember I read somewhere about 20% for stationed spies to interfere...
I put 2 my spies to Sentry, 2 to Fortify and 1 to nothing (space bar). Still it didn't help. Noone of the spies protected my capital

They only protect against tech theft.
As long as specific targets aren't chosen(spys) sabotage is 100%

I just finished a game where the AI stole a tech from a city with a diplomat present. The diplomats must not offer the same technology protection as a spy...
 
What I like to do in OCC games to prevent enemy dips and such is to build forts in the city squares and then station non-units or even food caravans in every square.

Rival civs won't attack if you are able to keep the peace, and they won't be able to get a dip into the radius if you have units on every land square. (The AI won't use the dip-from-a-ship technique as far as I know).

This can also help with barbs. They won't land where you have a unit, so at least they won't pull that land and attack routine with dragoons. In fact, they won't be able to land within the city radius this way.
