Do you 'play the map' or decide your win strategy when you start?

I never know when to decide on a strategy and so get behind. Leads to a well-balanced Civ but not necessarily a 'winning' Civ.

So do you setup a game for however you want to win that time, or do you get into the game before you decide what your winning objective is? If the later, how late into the game do you tend to get? I never know when to commit to a particular winning option.
 
I usually pick a civ and have a rough idea of which victory to go for, but if by mediaval things have shaped up a certain way, be free to change
