Do you poprush (if not playing for 100k)?

Someone recently asked about when/what to poprush. I said in response: "Don't poprush, unless you're playing for 100k and you have almost all cities already settled." A discussion ensued, so I thought it might be interesting to ask here.

I can't remember the last time I poprushed in a non-100k game.

Do you poprush for any your HoF attempts/games?

Yes, I would do it if I needed, for example, a temple for a border expansion to grab something (or retain a square) while in despotism. Also I might pop rush troops in utter desperation if I think I might lose a city without it. But I always go to Republic so I'm cash rushing most of the game.

One of the perks of playing an emperor in a video game is the wanton cruelty I can inflict upon my citizens. Not only do I poprush, I savor the slaughter.

On higher difficulties, my playstyle seems to differ from the mainstream. I can't make Republic work, and Monarchy doesn't suit me either. My governments are usually Despotism->Feudalism->Communism, so pop rushing is a very common tactic for me outside of my core cities.
