No, but it wouldn't hurt to play regent. Suggestions:
1. upgrade to latest patches
2. start new game so patches will take effect
3. get mapstat from utilities so you can see what is really going on.
4. play this new game 3 times from 4000bc to middle of middle ages and see if you can improve your starting as you will never make it beyond regent without gaining more skills.
5. things to pay attention to and to research in war academy
a- worker actions
b- government choices
c- wonder addiction
d- city placement
e- build priority
Good luck. Since you have conquests, it might be more fun to open a scenario and play one of those mini games 3 times. Rise/fall of Rome are good ones to get the basics.
