Playing on Civ3 complete on steam eliminate all rivals VC. all rivals eliminated but last Last CIV still exists with no cities. How?

@Civinator I have scoured the oceans and cannot find anyhing abandoned a city and nothing is happening. Let me know if find anything from this SAV File.
Sorry, I cannot open your save file, neither with the GOG version of Civ 3 Complete nor with the CD version of Chronicles Civ 3 Complete. There are some more error messages after the second screenshot. I don´t have the steam version of Civ 3 Complete.

I have had similar to this in 31x AI games. An AI appears to be destroyed but remains alive somewhere I can't see. Sometimes they end up with a new settlement somewhere half a world away and sometimes that doesn't appear to happen. I will pay more attention to this in future.

I have never played for elimination victory and after this thread, I never will!

@Civinator Yes I am playing the steam version of CIV3 Complete. Question does anyone know how to get in touch with Suede. I wonder if he has had this problem. Thanks for trying though very kind of you!
 
You can right click a tile and see the tile designation.
I may be misremembering, but wasn't that addition to the Terrain-info box enabled by the C3X patch?
 
In my saved game with C3X R 20 the coordinates can be seen:

Edit: The coordinates were introduced with C3X version R8:

Might as well make peace with them, see if that changes anything.

You could also "make room" for the settler to come.... :)

If any of your fog-busting Cavs is/are keeping tabs on a habitable, culture-free 5x5 area anywhere on the map (but ideally with direct coastal access), moving the unit(s) back inside your own borders will free up that area for 'safe' Settlement.
I think, this is right: in a recent game of mine, I had a similar problem. Once I made peace with them, the boat apparently started moving again, and a few turns later, they settled on a remote island somewhere and the new town appeared on the map.
